Consultation on merging CITB with ECITB- 23rd March 2026

This industry consultation seeks views on the government’s proposal to bring together the Engineering Construction Industry Training Board (ECITB) and the Construction Industry Training Board (CITB) to create a single, unified Industry Training Board (ITB) to act on behalf of the combined construction and engineering construction sectors. 


The consultation also seeks initial views on areas for further ITB reform.

Employer Network Funding- 11th March 2026

 What is changing in Employer Networks? 
From April, micro to medium employers – those that employ between 1 to 249 employees – will be able to book training at 50% match funding or at a fixed contribution for health and safety courses. Large employers will now have their own separate fund.
 

What does the fund cover?
The Employer Networks budget for 2026-27 has been set by the CITB Board at £11.5m and they have broken this down to cap by employer size to ensure they can continue to support as many employers as possible.  


From April 2026, micro to medium employers – those that employ between 1 to 249 employees – will be able to book training at 50% match funding or at a fixed contribution for health and safety courses. Large employers will now have their own separate fund. There is a cap and is based upon employer size, per year.

From April 2026, the cap per employer sizes is as follows:

· Micro (1–9 employees): £1,500 cap

· Small (10–49 employees): £2,000 cap

· Medium (50–249 employees): £4,500 cap

· Large (250+ employees): £18,000 cap  

  

What is changing for large employers? 
From April, large employers – those that directly employ 250 or more people – will no longer be able to access Employer Networks. Instead, they will have access to a new Large Employer Fund for one year.
 

What does the fund cover? 
The fund will provide £18,000 to spend on any in-scope training of their choice for the 2026-27 financial year, paid on a training plan or receipt of evidence of training. This is an interim fund in place while we work with large employers on the next phase of support.
 

What else is available for employers?  

As part of the CITB wider offer, employers can still access financial support through:  


  • Short course grant (plant, scaffolding,      and other exempted standards)  
  • Apprenticeship grant 
  • Travel to Train 
  • Qualification grant
  • Industry Impact Fund
     

CITB Grant Funding changes- January 2026

  

From Jan 2026, CITB decided to no longer funds any Level 7 NVQ and reduced the grant amount on all supervisory and management NVQ's.


However many people do not realise that the Grant funding is still available for cover some or most of the cost of an NVQ. 


Of the NVQ's we offer, all Level 2 - 6 is £600 per person other than the following below:

  • Level 2 Domestic Retrofit assessment- £240
  • NVQ Level 3  Cladding Occupations (Construction) -Rainscreen Wall Cladding Systems - £1000


The Grant is paid on completion of an NVQ.


The short qualification grant is payable up to a maximum of four grants at each level per individual. You can only apply once for an individual for the same achievement.


Level 2 Plant VQ units are payable up to a maximum of three per individual. The plant VQ unit achievements are also included in the cap of four Level 2 achievements per individual.

A major milestone in Isoler’s evolution has been the creation of its dedicated training facility at its Durham office. This was recognised recently by the ASFP at their award ceremony in London, which confirmed Isoler Limited as a Recognised Provider.

This space allows the business to upskill staff directly within its own environment, offering greater flexibility, tailored learning and hands-on development. Combined with access to specialist ASFP courses, Isoler has built an internal learning culture that supports both new and experienced operatives.


Lucelly Consultancy has also witnessed Isoler’s commitment to educating the wider industry - most recently demonstrated at its Building Safety Conference, where over 250 professionals from across the built environment came together for a day of powerful conversations around the realities, responsibilities and reforms under the Building Safety Act 2022.
